Las nuevas conceptualizaciones acerca de la discapacidad y su efecto en las personas, tienen consecuencias trascendentes en la Educación Especial y nos obliga a dirigir una "mirada retrospectiva" al respecto y desde la posición actual, sosteniendo los cambios más importantes, proyectarnos hacia el futuro.
La interacción entre Educación Especial y Educación Inclusiva, constituye un cimiento básico para los cambios fundamentales e impostergables, ya que significa simplemente la aceptación de la diversidad entre los seres humanos como un valor a reconocer, aceptar y respetar.
Sin embargo, podemos decir que estas nuevas conceptualizaciones, no han llegado a tener aún los efectos deseados, porque todavía la escuela, no ha podido responder de manera adecuada, para generar cambios significativos. Esto más allá de excepciones que pueden confirmar la regla.
Una de las cuestiones más trascendentes para encarar las transformaciones necesarias es reconocer y aceptar la asociación, la incidencia recíproca, entre las condiciones socio- económico-culturales y funcionales que puedan tener los alumnos y las circunstancias, la calidad de la vida, la historia de cada uno y la de sus padres, es decir, su prehistoria.
Del análisis del lugar que se dé a esas circunstancias, del valor simbólico que se le adjudique, podremos llegar a profundizar en el eje de esta publicación, que podríamos enmarcar en la problemática de la Discriminación, la Indiscriminación y Antidiscriminación, cuya significación e incidencia en el contexto social, trataremos de aclarar.

Abstract
New conceptualizations of disability and its effect on people, have far-reaching consequences in Special Education, and forces us to run a "retrospective look" about it and, from the current position, holding the most important changes, project us into the future.
The interaction between Special Education and Inclusive Education is a basic foundation for the fundamental and urgent changes needed, as it simply means the acceptance of diversity among human beings as a value to recognize, accept and respect.
However, we must say that these new concepts have not yet come to have the desired effect, because the school still has not been able to respond appropriately, nor to implement significant change. For sure, there are some exceptions that may prove the rule.
One of the most significant issues to address the changes needed is to recognize and accept the partnership, the mutual effect, between the socio - economic, cultural and functional conditions that students may have and the circumstances, the quality of life, the history of each one of them and their parents, ie, his/her background.
From the analysis of the place given to these circumstances, from the symbolic value that is awarded, we can reach deeper into the heart of this publication, that we could frame the problem of Discrimination, Nondiscrimination and Anti-discrimination, whose significance and impact on social context, we’ll try to clarify
